heaven, and what you permit on earth will be permitted in heaven. (Matt. 16:19 GNB)

…And if he will not listen to them, then tell the whole thing to the church. Finally, if he will not listen to the church, treat him as though he were a pagan or a tax collector. And so I tell all of you: what you prohibit on earth will be prohibited in heaven, and what you permit on earth will be permitted in heaven. (Matt. 18:17-18 GNB)

When properly understood, these two passages express the

church’s authority to “declare” things on earth that are

consistent with God’s will in heaven. In the Hebrew-Greek Key

Study Bible the footnote for Matthew 16:18 says:

The two verbs, dedemenon (bind) and lelymenon (loose), are both perfect passive participles, which can be translated respectively as “having been bound” and “having been loosed” already. Those things which have been conclusively determined by God are revealed by the church on earth. Believers therefore only announce that which confirms those decisions which already have been made by God. 8
