beyond historic Israel. It is another a double prophecy, with a
greater fulfillment to come in the future.
The immediate prophecy was that upon Israel's repentence, the
Lord would remove the judgment inflicted by the locust army
upon the nation's crops and woud restore the rain cycle, ending
the drought. From that would proceed a future harvest of wine
and grain, with joy for the nation.
We might be inclined to say that here Joel reached a "happy
ending." But then in verse 28, speaking for God, Joel inserts
the word “afterward.” After what? Well, after the nation's
repentance, and after the removal of God's judgments, He
would again release the rain cycle to restore the prosperity of
Israel. The renewed rain cycle was a sign of Gods forgiveness
and renewed blessings — and more: Evidence that God again was dwelling with Isarel, speaking to and through His people. 13
But the import of Joel’s word carries beyond what 8th-century
Judah experienced. Peter uncovers in Joel’s words a greater
future deliverance and outpouring of spiritual rain falling on “all
flesh” — not just on Israel. All people will be forgiven, rescued,
and receive God’s Spirit. God will remove the judgment that
